CARLOS HORACIO URAN

 Carlos Horacio Urán was Colombian. He graduated as a lawyer from the University of the Republic, in Uruguay. In 1985, at the time of his murder, he was 42 and was a lawyer with an interdisciplinary background. He had a Masters in political science, another in the philosophy of law, was an administrative law specialist and had experience at the French Council of State. He had written and published on history, political science and the philosophy of law. Alongside his work at the Colombian Council of State, he was preparing his doctoral thesis in political science at the University of Paris on the part played by the Colombian army in the Korean War. He was also a leading university lecturer and intellectual with a national and international reputation and had links with social movements and the progressive groups which gave rise to liberation theology.

In the year 2005, a video was found in the house of the currently condemned Colonel Alfonso Plazas Vega´s, in  which it can be corroborated that Carlos Oracio Urán exit the Palace of Justice harmed but alive after the Siege.  Since here a process has been open where it can be proved that Carlos Oracio Urán was not killed inside the Palace during the Siege.  He was murdered by a direct shot in the head with a 9mm pistol or automatic gun which the M19 did not use for the Siege.  Also, years later his wallet was found in a Militant Garrison  the (B2) the Intelligence Militar Brigade of Bogotá, standing out that proves as these are hidden and that there are more to find to be sure of his whereabouts.  It is also strange that the body of the Magistrate Uran was found and handed over by the Legal Medicine Institute days after the Siege.  But his body was washed. Years later his identification was found  in a Militant Garrison.
